Heart of Birmingham Teaching PCT’s Procurement Policy is to be Fair, Transparent, Equitable and Non-discriminatory. The PCT will use procurement, amongst other tools, as a means of ensuring quality, delivery of health outcomes and value for money.

Guide to Providers

As a guide to the market HOB PCT will procure services openly where commissioners find that:

• There is a mature proven market
• There is a shortage of capacity
• Competition will benefit the delivery of services

The PCT will consider restricted competition where;

• There is an infant or unproven market
• Where there is a pressing or specialist need
• Where the PCT decides that the population will benefit from the development of local capacity
